Asbestos Management in Kent Schools

As you may be aware, the Health and Safety Executive (HSE) has been conducting Duty to Manage (DTM) inspections across the Kent school estate as part of a wider national initiative to ensure that systems are in place to meet legal duties and keep everyone safe.

The HSE have been working with KCC to support in the continuous improvement of our policies and processes, whilst ensuring that real risks are identified and managed appropriately.

KCC is undertaking a review of our processes and documentation to improve upon an already well-established system and have outlined below the course of actions we have recently implemented and those to follow.

  1. New Asbestos Management Survey format include but not limited to:
    1. New asbestos register at front of the survey.
    2. New No Access information format.
    3. Additional pictures to clarify condition and extent of identified asbestos.
  2. Clarify roles and responsibilities - Below is an overview of roles and responsibilities to ensure that risks are managed.

    We are also undertaking the following review that will be coming out in the next few months:

  3. Asbestos Management Policy Review:
    1. Clarify role and responsibilities including around project management.
    2. Simplify and reduce the length of the policy.
    3. Strengthen areas of information and practice i.e. clear information on areas which have not been accessed during a management survey.
    4. Signposting to key support materials i.e. HSE Asbestos information.
  4. Review of online statutory compliance asbestos management training material and packages:
    1. Due to changes made above we will review the content to ensure that we are delivering the relevant detail.

As these improvements are launched we will ensure that the schools are adequately notified of the changes.
