Payroll Processes - processes for day to day payroll management.

  • The school should ensure that only bonafide employees are paid the correct salary and expenses at the correct time and that all documents affecting salary payments and expenses claim forms are properly authorised
  • The school should ensure that all documentation and information relating to payroll is submitted to the payroll provider in a timely manner
  • All payments to staff should also be correctly assessed for PAYE and NIC liability
  • The output from the school’s chosen payroll provider should be fully reconciled to the school’s records for accuracy and any queries raised as necessary
  • All documents affecting employees’ salaries, i.e. starter, amendment or termination forms and timesheets should be authorised in full by the headteacher or designated deputy as detailed in school finance policy
  • The Chair of Governors should authorise any documents affecting the headteacher’s salary
  • Day to day processes for payroll should be kept detailing full payroll procedures

The Primary and Secondary School Funding Template 2016-17 Input Guidance was uploaded to KELSI at the
end of February 2016, however the Consistent Financial Reporting for 2016 to 2017 was not published until later in March.

When calculating the funding using the KELSI templates, Schools Financial Services (SFS) made the assumption that Early Years Pupil Premium (EYPP) would continue to be coded against CFR code I07; the funding was not listed in the 2015 to 2016 CFR guidance.

It has been established from the 2016 to 2017 CFR guidance that the EYPP will now be coded to I01. Appendix 5 has been sent to all schools with nurseries.
